NOTICE FOR LICENSED AND LICENSED ASSISTANT
APPRAISERS WHO CURRENTLY HAVE A LICENSE IN N.Y. State-
To
meet the education to upgrade from Licensed or Licensed Assistant to Certified
Residential, the following education is required as follows:
R-5 Waived, R-6 Waived and 15 Hour USPAP Waived- This is because you already
book R-1, R-2 and USPAP (call school for transcripts) Required: R-7, R-8, R-9, R-10, SMF, R-11, and RE-2, which is a 20 hour elective
course.
Licensed Appraisers and Licensed Assistants must complete the additional 125
hours of appraisal courses to upgrade to Certified Residential.
**College is in addition to this requirement, and this does not address
experience requirement also required in New York State.

Appraiser and wish to upgrade to Certified Residential:

There are college-level course
requirements for the Certified Residential and Certified General
classifications;
The required number of classroom
hours in appraisal education has increased in all three licensure
classifications; and
There are minimum classroom hours
of coverage requirements for specific topic areas, which are known as
modules.
In addition to the college-level
course requirements, the appraisal education classroom hour requirement has
increased for the State Licensed, State Certified Residential and State
Certified General classifications. The Assistant classification will become 150
classroom hours. The number of appraisal education classroom hours to become a
State Licensed appraiser has increased from 90 hours to 150 hours; Certified
Residential has increased from 120 hours to 200 hours; and, Certified General
classification has increased from 180 hours to 300 hours.
How to I obtain appraisal
experience?
Appraisal experience can be gained by aligning yourself with a professional,
established appraiser as a Licensed Appraiser Assistant. Many appraisers work as
an assistant while completing the required education. For real property
appraisers, many states have formal trainee programs. NYS mandated 2000 and 2
years to meet the experience requirement to upgrade to Licensed from Licensed
Assistant.
All individuals seeking to become
a State Licensed, State Certified Residential or State Certified General
appraiser must successfully pass an examination administered by the State of New
York. There is no State Exam to become a Licensed Appraiser Assistant in NY
State.

Listed below is information
pertinent to the offering of the real estate appraiser qualifying
courses:
Appraiser license/certification candidates must satisfy the
education requirements by completing the prescribed courses
indicated for each classification.
To satisfactorily complete any course
offered for study, a person must physically attend 90 percent of
each 30-hour course and 100 percent of each 15-hour course,
exclusive of sessions devoted to examination.
In accordance with sections 1103.8,
1103.9 and 1103.10 of the Department’s rules and regulations (19
NYCRR), the following courses must be completed sequentially for the
residential/general appraisal classifications. Proof of successful
completion of the required courses must be furnished to the
Department of State by an original certificate with a raised
seal at the time of application.

Continuing Education
All appraisers are required to successfully complete twenty-eight
(28) hours of approved continuing education prior to renewal. All
courses must be completed within the two-year license cycle.
Individuals who successfully
complete an appraiser qualifying course during any license term in
anticipation of changing their classification, may receive
continuing education credit for such a course.
In order to renew a license or
certification expiring on or after January 1, 2004, all categories
of real estate appraisers must complete the 7-hour National USPAP
Update Course prior to renewal. The 7-hour National USPAP Update
Course must be completed every two-years prior to the renewal and
may be applied toward the 28-hour continuing education requirement.
Real Estate Appraisal courses of study
are approved and supervised by the Department of State. All
inquiries and complaints against an approved educational provider
should be directed to the Bureau of Educational Standards.
